Livelihoods and WASH plans take shape as the first five-year phase on the road to a 2036 vision

P-Green Solutions recently facilitated a series of intensive planning sessions at CML, Guwahati, a Tata Trusts-established development support institution working across North East India. The exercise shaped CML’s first five-year plans, for 2027–2031, for its Livelihoods and WASH (water, sanitation and hygiene) portfolios.

A structured, participatory process
Working with CML’s programme teams, P-Green Solutions facilitated sessions that took each portfolio from Theory of Change and SWOT review through pillar-wise strategy, implementation phasing, risk assessment and a monitoring, evaluation and learning framework. The two plans were developed side by side so that they reinforce each other, particularly where the same communities and institutions are served.
Livelihoods: the right model for each terrain
The Livelihoods plan starts from the premise that no single model fits all of Assam. It sets out distinct approaches for plains and valley, hill and flood-prone areas, anchored in climate-smart farming, strong producer institutions, financial inclusion and market-linked value chains for smallholder families.
WASH: secure sources, safe water, healthier lives
The WASH plan brings together three pillars: reviving springs in the hills of Assam and Tripura; making drinking water safe in habitations affected by naturally occurring contaminants; and improving menstrual health and nutrition through women’s groups, frontline workers and schools. It also builds CML’s technical depth in hydrogeology and water-quality testing, so that it can serve as a knowledge resource for the region.
A foundation for 2036
Both plans cover the first five years only. They are designed to validate replicable models, test community-run arrangements that last, and generate evidence that can inform the next phase and, in time, public programmes across North East India.
